Subject: Complaint to Election Commission of India against Sh. Sumedh Saini ADGP Vigilance Bureau and S. Hardev Singh Mattewal Advocate General Punjab.

Sir,

As you are aware above stated complaint has been made to the Election Commission of India of which a report has been sought from your office.

I am further placing on record as annexure important Supreme Court Judgements and other documents to support my case, which clearly indicate that no officer can be promoted when there are criminal cases pending against him in the court of law. In the case of Sh. Sumedh Saini IPS as I have quoted in my original complaint, charges have been framed against him in a special CBI court at Delhi under serious criminal offenses ranging from abduction, kidnapping to 120-B conspiracy.

Mr. Mattewal Advocate General Punjab has given legal opinion on the file of Sh. Sumedh Saini IPS while promoting him from IGP to ADGP therefore he has become party to the illegitimate and unconstitutional working. Both the above stated persons have entered into a well planned conspiracy to intimidate, browbeat and victimize Congress leadership as well its cadres in order to help the ruling alliance in Punjab. All their acts of vengeance are at the behest of S. Prakash Singh Badal Cm and his son S. Sukhbir Singh Badal Dy. CM.

I would also request that while sending your report to the EC, independent legal opinion should be sought from Attorney General of India’s office and not from the Advocate General Punjab since his opinion would be biased and that he is a party in the present matter.

Therefore I reiterate that in order to ensure a free and fair elections in Punjab the said officers be removed from their respective offices.
