The SAD-BJP Govt. stands thoroughly exposed of its false promises it made to the people of Punjab in the power sector. The SAD in its poll manifesto had promised to make Punjab power surplus within three years besides other promises in the power sector (Copy of manifesto attached). The reality is that after approx. half its tenure gone the Badal govt. has utterly failed to tackle the worsening power scenario in Punjab.
Punjab today is witnessing one of the worst power situation with huge cuts in all three segments, Agriculture, Industry and domestic. With delayed monsoons it has become almost impossible for the farmers to maintain water in their paddy fields. Usage of diesel pumps to irrigate the paddy crop has increased manifold the inputs costs for the crop.
Similarly the industry is facing severe power crises with cuts running into days together. The govt. has failed to cut losses in the generation and distribution system of the PSEB. The PSEB is reeling under a heavy debt of approx. Rs. 20,000 crores. All this reflects poorest administrative management at the hands of the Govt.
Contrary to national policy, Punjab is depending wholly on the private sector for additional capacity building in the power sector. Punjab at present produces 6000 MW of electricity where as we need approx. over 11000 MW to meet the present demand of power in the state. Probably the Badal Govt. has not learnt its lesson from the bad experience the Maharasthra Govt. had with the Enron group. In order to hoodwink the electorate of Punjab the Govt. signed its first MOU with the GVK company in 1997 for the Goindwal project, renewed it in 2004. The likely date of commercial operation of the project is 2012-13. The power purchase agreement for Talwandi Sabo (Bathinda) was signed with Sterlite Company in Sept. 2008 at Rs. 2.86 per unit of electricity, the private operator is yet to start construction. Similarly for the Rajpura Thermal plant there was only simple bidder Lanco Ltd. at Rs. 3.38 per unit, for which fresh bids have been invited.
Under the given grim scenario of power in Punjab, the Congress demands that the state make immediate Power purchase Agreements with other states to tide over the crises. At the same time it urges the Govt. to rethink its policy to produce power only through private sector which has not produced desired results. The congress also urges both the Badal’s to apologize to the people of Punjab for having procured votes through its false pool promise of making Punjab power surplus within three years, it has turned out to be a bundle of lies.
