PUNJAB CABINET APPROVES RS.2 LAC AS FINANCIAL ASSISTANCE
TO EACH FAMILY OF FARMERS & FARM LABOUR WHO COMMITTED SUICIDE
CABINET RESOLVES TO IMPLEMENT FIFTH PAY COMMISSION REPORT
CHANDIGARH MARCH 2:
The Punjab Government today decided to provide financial assistance to the tune of Rs.2 lac each to the families of farmers and farm labour who committed suicide on account of farm indebtedness.
A decision to this effect was taken in the meeting of the Council of Ministers chaired by the Punjab Chief Minister Mr. Parkash Singh Badal here at Punjab Bhawan this morning.
Disclosing this here today a spokesman of the Punjab Government said that the Cabinet also decided to cover all such cases of suicide upto the year 2000 and thereafter and directed all the Deputy Commissioners to provide the financial assistance of Rs. 2 lac per family in case of farmers and farm labour who committed suicide.
The Cabinet also approved One Time Settlement (OTS) scheme in order to provide relief to the existing sick Industrial units under the proposed new industrial policy 2009. Under the scheme the state level financial institutions like Punjab State Industrial Development Corporation, Punjab Agro Industries Agro Corporation and Punjab Financial Corporation would rehabilitate the sick units through OTS.
Under the OTS, loan upto Rs.1 lac would be charged as principle plus expenses outstanding (o/s), in case of loan from Rs.1 lac to Rs.5 lac it would be principle plus expenses o/s plus 20% of outstanding interest (interest would be 10% of o/s interest in case of death of all the promoters) as on the date of decision, for loans from Rs.5 lac to Rs.30 lac it would be principle plus expenses o/s plus 40% of o/s interest as on the date of decision. Likewise, for loans from Rs.30 lac and above it would be charged as principle plus expenses o/s plus 50% of o/s interest as on the date of decision and incase for loans where mortgaged assets are sole the formula would be principle plus expenses o/s plus 10% of o/s interest as on the date of sale. The relief on loans advanced to ex-servicemen and riot affected families for transport upto 2 vehicles prior to 1995 would be given the benefit of paying only the balance of principal amount of the loan.
In another decision, the Cabinet also approved to upgrade the post of Chief Coordinator in Udyog Sahayak to the rank of Additional Director with the same nomenclature for the implementation of Punjab industrial Facilitation Act, 2005 in the right earnest.
It may be recalled the state government had implemented the Punjab industrial Facilitation Act, 2005 to attract maximum investment in Punjab as lot of emphasis was being laid to enforce the effective system of granting clearances to entrepreneurs in a time bound manner under the Act.
The Cabinet also approved to withdraw of the termination letter issued on October 10, 2002 of 787 Panchayat Secretaries who are working in the Rural Department and Panchayats and whose services have been regularized by the council of ministers on January 1, 2009.
The Cabinet also gave approval for amending the Section 7 of the Rural Development Act, 1987 to promote better agriculture for higher production including agri business and agri processing, accelerate comprehensive rural development including the construction/repair of rural roads, streets, street lights, dharamshalas, panchayat ghars, canals, drains etc. The amended Act would also enable the establishment of government education and health infrastructure and government veterinary hospital and dispensaries in rural areas or up gradation and improvement thereof, besides carrying out such other purposes as may be considered necessary by the Board in the interest of and for benefit of producers and the persons paying the fee including the dealers.
The Cabinet also approved Punjab Stamp (dealing of under valued instruments) (first Amendment) Rules, 2009 for charging of stamp duty in case of allotment of immovable property by government/semi government organizations. The consideration amount fixed at the time of such allotment by these organizations would be deemed to be the collector’s rate and the stamp duty would be charged for registration of document upon the consideration amount fixed by the government/semi government organization, provided that document is got registered by the original allottee within three months from the issue of this notification or within three months from the payment of last regular installment as per schedule of payment of such allotment.
The Cabinet also resolved to accept in principle the recommendations of the Fifth Punjab Pay Commission w.e.f. January 1, 2006 immediately after the report was submitted by the Commission to the state government. The commission was likely to give its report within next week, the spokesman added.

It is extremely important for your growth as a Christian that you meet regularly with other Christians. If you have a good Christian church near you, you should try to go each week. You can learn from the teaching; meet other Christians who can encourage you; pray with others; and worship God together. If there is no church you can attend, often there may be a small group of Christians who you can meet together with. You can also connect with other Christians online. At Global Media Outreach we have thousands of volunteers who are strong Christians who you can email with and who can pray with you and answer your questions online. We encourage you to spend time with other Christians as much as possible. God can also use you to be a blessing to others.

Tewari pities Akalis for importing rejected leaders from Congress
LUDHIANA: The All India Congress Committee spokesperson Manish Tewari today pitied the Shiromani Akali Dal for its desperation to induct the rejected leaders from Congress like Gurcharan Singh Galib and field him from a prestigious seat like Ludhiana.
Addressing a series of meetings in villages like Alamgir, Sangowal, Jarkhar, Tiba, Jaspal Bangar and Jassal falling under the newly carved Gill assembly segment here today, Tewari remarked, it was surprising that the Shiromani Akali Dal, which was in power in the state could not find a single candidate from its own cadre that it had ultimately to be content with an aging leader like Galib who was rejected by the Congress for his non performance.
He said, “the Akalis’ plight is understandable, but they were so desperate and scared that they had to rely on a leader who was begging for a graceful exist from politics, is quite surprising”. But, Tewari added, “beware you Akalis, if Galib cannot be sincere to the Congress, he cannot be sincere to anybody”. He pointed out, it was the Congress which had elevated him to such a status that he was able to bargain and yet he had always cheated and deceived the Congress as was revealed by the Akali leaders themselves that he was always in league with them.
The AICC spokesperson said, it was not the issue of fielding a Congress candidate on Akali ticket, it was the state of affairs of the party which knew that its days were over. He said, the Akalis had failed the expectations of people as they were indulging in rampant corruption. There was no development seen anywhere. The power situation was worst than it used to be during the British regime, he said, while adding no section of the society was happy with the government.
Tewari maintained, “this government had halted the development of the state initiated during the Congress regime led by Capt Amarinder Singh”. He pointed out, “what to speak of starting new projects or bringing in investment, they have ensured that the earlier projects were closed down and the investors were made to run away”.
He asserted that the days of the Akali-BJP government were numbered as the countdown had already begun. “The parliamentary elections will mark the beginning of the end of this corrupt and inefficient regime”, he claimed, while adding, “the Congress would sweep all the 13 seats as people wanted to teach this government a hard lesson”.
Others who spoke during these meetings included former minister Milkiat Singh Birmi, former Myor, Nahar Singh Gill, Jagjivanpal Singh Gill, Balwinder Singh Judge, Harinder Kaur Alamgir and others. (eom)

Around 30 companies to visit Aryans Business School (ABS) in March
Mohali (1st March.’09)
Aryans Business School (ABS) has decided to observe the month of March as the “Placement Month”. Around 30 national & Multi- National Companies (MNCs) would be participating in the first ever placement campaign of ABS in March for the placements of its first MBA Batch. The placement brochure MBA passout batch was also launched on the occasion.
Addressing the media in a press conference at Hotel Town Pride, Mohali, Anshu Kataria, Chairman, ABS said that the institute was established in two years ago in 2007, and now, the first batch of around 60 students is ready for placements. The institute has spent the last several months gearing up for the placements of its first batch, he added.
During this placement month, the institute would organize campus interviews, joint campus placement drives, job fests, online tests etc. the drive would not only meant for 1st batch of ABS but also for other students of the region. The whole placement process would be complete by 1st week of April '09. Kataria added that major sector which would help them in the placement process would be banking, telecom, insurance, Pharma, media, FMCG, auto, real estate and immigration services etc.
Replying to the queries of the media persons, Mr. Kataria said that the global meltdown has affected the placement scenario through out the country. But since a MBA student is an all rounder, they are expected to face less difficulty.
